Statements by Premier Kenney
Opening Statements
  • Here to lay out additional health measures which are necessary to protect healthcare system and save lives
  • Alberta has faced most of the year with lower levels of spread, hospitalizations, and fatalities
  • Having said that, last few weeks are different
  • Incredible work is being done by healthcare workers in face of this
  • Delays in surgeries have occurred, which for some may result in a shorter lifespan
  • Not doing anything now will result in continued growth of hospitalizations and further strain on healthcare
  • On advice of chief medical officer, restrictions have occurred. Government realizes that this can impact businesses and cause adversities
  • Knows many feed policies are unjust and why provincial government has stressed education first instead of using policy
  • On the other hand, while space can be made, it will have further health impacts (e.g. running out of capacity in hospitals)
  • If stronger action isn't taken now, hundreds or thousands more Albertans will die
  • Data appears to suggest a stabilization (around a reproductive factor of around 1.2), but that isn't enough
New Restrictions
  • As of today, all outdoor and indoor social gatherings are banned
  • The mask mandate will expand to all indoor places, with exception of rental homes and farm operations
  • As of December 13th, 12:01 AM:
  • (1) Retail, grocery stores, and shopping malls are restricted to 15% of capacity, down from 25%. Kiosks are open for takeaway service only. Malls cannot be used for socialization and shopping only
  • (2) Places are worship to 15% occupancy with previous restrictions applying. Online and drive-in services are still recommended
  • (3) Restaurants, pubs, bars, lounges and cafes are restricted to takeout and delivery services only. This will open up their access to provincial and federal supports
  • (4) The following will be closed:
  • (4a) Gaming centres (e.g. - casinos, bingo halls, gaming entertainment centres)
  • (4b) Recreational facilities
  • (4c) Indoor entertainment (e.g. libraries, science centres, water parks)
  • (4d) Trade centres
  • The restrictions do not apply to service visits, healthcare, or childcare .
  • (5) All Alberta employees must work from home unless employer requires physical presence for operational reasons (up from a recommendation)
  • No changes to schools beyond what was previously announced
  • These are all province wide and will be in effect for 4 weeks
  • Goal has been to be targeted. However, the whole province is seeing significant spread
Christmas
  • Knows the holidays are important for many people
  • The hard truth is that the single source of spread is at-home gatherings
  • If we let people gather for Christmas, we'll see a spike in cases
  • We can't let that happen, so please follow the gathering restrictions previously noted (only in-household or with 2 close contacts if you live alone)
Increased Enterprise Support
  • This isn't the fault of anybody who followed the guidelines
  • Until the contact tracing system was overwhelmed, we didn't see it being the fault of business owners
  • But we are seeing spread so widespread, it doesn't matter how careful you were
  • These are decisions are a last resort
  • Knows this impact will be real. So financial support for small and medium size enterprise
  • 4x growth in small and medium enterprise relaunch grant, while lowering eligibility from 40% of revenue lost to 30%. This will also be retroactive to March
Closing Statements
  • Thanks Albertans for their work for most of the past 9 months
  • We are seeing the end with vaccination possibly beginning in weeks...the end is in sight
Q&A
  • Why now, instead of two weeks ago?: Goal is to reduce contacts, assuming Albertans respond. This should be a very strong message and reduce transmissions. Measures have been increasingly harsh because each restriction creates harms, will hurt people who have sunk all their money in a business, and potentially increase self-harm. So this is a last resort
  • Why keep retail open instead of just curbside?: Encourages curbside, but some people may not be able to live without basic goods. Even most stringent policies around the world have kept retail open in some capacity. Feels the designation of essential and non-essential businesses in spring was a mistake
  • Why is cabinet being transparent about the reproductive value (R or Rt)?: Are preparing ways to publicly present this data, as well as healthcare capacity. Targeting next week
  • Do you think the softer measures before will cost lives/make economic recovery more difficult?: Shutting down early would have had significant impacts. Thinks it'd be a huge mistake to draw correlations between strictness of restrictions and outcomes and that there is a reasonable balance being stuck
  • Since you defined Covid representing "a tiny percent" of deaths, 300 deaths have occurred. There have been significant growths in hospitalization and cases. Do you take personal responsibility?: Rejects the premise of the question and calls it more of an "NDP speech". Feels the province has done more than other jurisdictions, especially early on. Also notes that BC, who has a government of opposite end of the political spectrum, has had a similar approach
Statements by Minister Shandro
Additional Details on Health Measures
  • Goal is to limit in-person interaction
  • Retail restriction has a floor of 5 people
  • Ski hills can remain open, provided restrictions are followed
  • Realizes that this is a lot to take in, but person-to-person exposure is fuelling the spread
  • We need limit contacts and be aware of the situation around you (even outdoors or at the grocery store)
Q&A
  • How does outdoor gathering ban even work?: Goal is to restrict social gatherings. So do not socially gather indoors or outdoors. If they gather in a park or on the sidewalk, that isn't allowed. Difficulty will certainly lie in enforcement and hopes it won't need to be used. It will be up to law enforcement to determine if they feel they need to use it
  • (Additional comment by Dr Hinshaw: Intention is to prevent group social activities. Not prohibited is fitness activities provided distancing occurs)
Statements by Minister Schweitzer
Opening Statements
  • Wants to make people aware that there will be significant impacts. This is not lost on anyone in government
  • Knows many people are impacted because people have ignored public health orders.
Additional Details on Small Business Supports
  • 40% may not be able to re-open after these closures without supports
  • Small businesses may now qualify for $20,000 support (up from $5,000) with a decrease in revenue lost to 30%
  • An additional 15,000 businesses should be able to qualify for this (totalling 500 million dollars)
Q&A
  • How many people will be affected with these restrictions?: ~30,000 businesses will be affected. Will be seeing how many people
Statements by Dr Hinshaw
Cases
  • 426 schools have active cases (~18%) with total of 1,701 cases
  • 108 schools on watch list (5+ active cases)
Edmonton Zone
  • The Royal Alexandra Hospital has decided to place facility on "Watch" status as a precautionary measure
  • Hospitals are safe places to receive care, but be aware that staff are under extreme stress
  • Edmonton Zone will enact additional measures:
  • (1) Postponing up to 60% of non-urgent surgeries (up from 30%)
  • (2) Diagnostic imaging may be reduced by up to 40%
  • (3) Ambulatory visits and procedures may be reduced as needed
  • AHS will contact those who are impacted
  • This is why these measures are needed and a sign of how Covid may impact more than the ill
Scope of the Situation
  • If you gathered all the people who have tested positive, it would be the 5th largest city in Alberta
  • 1/3 people have been tested
  • On October 8, positive rate was 1.34% with 184 cases in province
  • Today, positive rate is 9% and 7 day average is 1,785
  • Outbreaks in almost all group settings
  • People from 1 to 108 have been infected
  • Knows restrictions will impact many people
  • The fastest way to get there is to embrace these restrictions
  • Knows many people have embraced already, but everybody will need to do more
Q&A
  • Why do we think these measures will work, after the last two rounds?: This is the most significant round of restrictions. Points to Israel as an example (who shrunk their cases faster than even their first wave). Target will be to bring the health system out of risk
  • If someone is coming in from out of province, is that allowed?: If it's someone from out of province, it isn't allowed
  • A follow up question noted an example of family members in Alberta were quarantining were 2 weeks before Christmas. Challenge is that enforcement of a "quarantine" will be difficult to control. Province is saying "gathering for Christmas" won't be allowed with people who don't live in the home. Knows it's a big imposition but any suggestions like in the question may cause a Thanksgiving-like increase in spread

Statements by Dr Hinshaw
Questions/Concerns about Calgary Kidanemehret Ethiopian Orthodox Tewahdo Church
  • Expresses gratitude to church leaders
  • Recommendation for testing apply only to those who attended from August 9 to 23
  • Children who attended church during that time should temporarily stay at home
  • Has heard individuals from the group have been stigmatized, potentially hurting control of this or future outbreaks
Changes to Guidance and Orders
  • Casinos/Racing entertainment centres: Table games are allowed, provided physical distancing, barriers, and other health measures are followed as stated online
  • Decision made based on transmission in Alberta vs places with table games. Haven't seen transmission issues locally and haven't seen significant transmission in places with table games
  • Continuing Care: Operators can shift to a "risk based approach" when residents are brought back to site (as opposed to a "measure of time" analysis). Facilities can permit volunteer on site
  • Notes a need to balance all aspects of health, including social connections. Visitors have not been a significant trend and outbreaks are more related to community spread transmitting to staff
  • Examples: Cabin visit (travelling and staying alone) is low risk, day trip to large family gathering is high risk. These examples would be were categorized against one's intuition based on previous orders
  • Urges patience while order gets in place. It will come into place in 2 weeks and some centres may need time to implement
Back to School
  • Understands a mix of emotions going forward
  • States that daily health assessment of children is important, as is not "working through" illness
  • Understands this can be difficult, but states that it is important for controlling Covid-19
Q&A
  • Why are meat plants seeing outbreaks again?: interesting question, is currently looking into it. Specifically notes that an issue may be losing income when sick and specifically notes that we may "need to think about" advocating for "appropriate approaches to the CERB benefit"
  • Should we continue working from home?: should be a discussion between employee/employer based on context
  • Asked about details in an outbreak in the Calgary Drop In Centre: 5 cases. AHS working with shelter to isolate cases and notify close contacts. May not have been transmission in centre, but awaiting details from local authority
  • How long should a student be allowed to have "breaks" from masking: physical exercise is a good example, though physical distancing is required. If you have concerns, bring them to school board
  • Asked about "pandemic fatigue": Feeling of frustration is certainly very real as we don't see an endgame. Understands the sentiments, especially around Order 33. Sympathizes with those who wish Covid could go away and encourages seeking out activities that "recharge" you within the limits given as we are still waiting for a vaccine or a very effective way to control severe outcomes
Statements by Deputy Minister Corbould
  • Asked about "unintentional consequences" about movement to hub models creating larger class sizes: has heard concerns. Minister discussed the matter with the concerned groups. Recently announced additional funding should "go a long way" to address the issues
Additional information will be logged below:
  • Calgary Upper NE's active cases: 128 (+0)
  • Calgary Lower NE's active cases: 116 (+6)
Update 1 - minor noun corrections to increase clarity

Sep/24/2020 news: \\ shipping cost plummets \\ free speech \\ police reform \\ Tsarukyan: voter bribe, gold mine, trial \\ Vedi reservoir \\ consumer prices \\ Kocharyan lawyer in trouble \\ HHK tatik drops diss-track \\ NSS agent & officials busted \\ 25th COVID aid \\ resignations \\ Azeri \\ more

update: Tsarukyan's gold mine didn't have a license

Back in July we learned that Nature Ministry issued a $200 fine to BHK leader Tsarukyan's Mkhart gold mine for operating without an environmental audit. The Ministry sent the case to prosecutors for examination.
The report says: // Tsarukyan's Multi Group company operated the mine without a license to use water since 2011. The structures were built without a SHMAG environmental assessment, and the pollution exceeded the legal limits.
The mine underwent an audit on Feb-12-2018. This audit revealed a document that exposed the existence of these unauthorized structures (factory and mine's tailing). //

ex-official's company fined for damaging a river

Former Investigative Committee chief HHK Aghvan Hovsepyan's family runs a hydro-plant called Astghaberd. It was licensed in April 2020.
It received a $400 penalty (second occurrence) for blocking too much river water.

Vedi Reservoir / new and expensive

85 reservoirs were built in Armenia during USSR. New ones are needed to solve the water shortage.
Vedi Reservoir is being built, since 2017, near the Ararat province's Vedi river. The $90m project is co-funded by France (75) and Armenia (15). It'll be completed by 2022.
irrigation
4,000 hectares land in 8 settlements of Ararat valley will be auto-irrigated without electricity use. Part of these lands is already irrigated with Hrazdan river water. It remains to be seen whether the $90m project is "worth it".
seismic stability
Armenia was divided into 4 seismic zones after the 1988 earthquake. On the scale of 1-4, the Vedi reservoir is in the Level-3 danger zone. The builders took this into account and will make it resistant to 9-10pt quakes. "Even during the 1988 quake no reservoirs were destroyed in Armenia," said the builder.

Kocharyan's lawyer is in trouble for not disclosing properties / Grants from George Soros

You're supposed to disclose your income and property if your spouse is a judge. Kocharyan's top lawyer Hayk Alumyan's wife Armenuhi Badiryan is a judge.
Alumyan hasn't filed declaration paperwork for 9 years. CivilNet outlet contacted the Corruption Prevention Committee (CPC). The CPC then asked Alumyan to explain why the docs are missing.
Alumyan claims his record contains attorney-related legal secrets that are protected under law, so he's exempt from the declaration.
CPC, citing a law, made a counter-claim. If Alumyan fails to submit the docs, CPC will launch an ethics hearing which could turn into a felony case.
CPC only needs the 2019 documents. "Our primary job is to prevent corruption and to give a person a chance to correct their mistake."
Alumyan is currently preparing the documents.

could he be hiding it due to George Soros connection?
Kocharyan's camp is a starch critic of George Soros. They like to present Nikol Pashinyan as Soros's puppet who is here to make your kids gay and to force you to forget the Armenian language.
Alumyan revealed in 2019 that he took grants from Soros's Open Society Foundation because his clients didn't have cash, so Soros paid their bills. He also traveled to a lawyers' conference paid by Soros. He also cooperated with Soros's team tasked with various legal reforms between 2014-2019.

HHK tatik roasts Pashinyan with a diss track / Thanks America / Asks Putin to wire cash

HHK party has a fangirl grandma known as "HHK tatik". She used to stay outside of HHK office and Parliament to ask for handouts while praising Serj.
Today she thanked the United States Congress and the government for recognizing the Armenian genocide.
She also thanked Vladimir Putin. "I love you very much, Vladimir Putin. My father died in WW2 at the age of 40. I'm his only child. I ask you to help with an apartment for my 7-child family. I'm sending you my bank account. Can you wire some cash to grandma?"
She then badmouthed Levon Ter-Petrosyan and read a poem about Nikol Pashinyan being a liar. (gotta give it to grandma, she knows how to appease Putin)

former officials busted with stealing money dedicated for elderly

The report says: // Labor Ministry officials and social services employees embezzled public funds in 2015-2018.
The budget envisioned funds to help thousands of lonely elderly and disabled. For the funds not to be cut, the officials exaggerated the number of recipients by entering thousands of fake names. $373,000 was embezzled. A felony case is launched. //

U.S. authorities arrest former HHK MP Arthur Gevorgyan

He's accused of breaking U.S. laws. Although not impossible, it's a difficult process to extradite him to Armenia due to lack of certain agreements with the U.S., said Armenian prosecutors.
The ex-MP is also wanted in Armenia for alleged illegal enrichment and failing to dislocate properties. That's the former boxer dude who bought mansions in LA and was exposed by Hetq outlet.

trial begins for Tsarukyan's right-hand man

Tsarukyan's Multi Group director Sedrak Arustamyan is a suspect in 3 cases: bribing HHK's IRS boss to give Tsarukyan's business favorable conditions, North-South highway fraud, and knowingly continuing an illegal construction in Yerevan despite being told to stop.
Today's trial is for the latter. He asked Yerevan deputy mayor to appear for questioning. It's about construction on Abovyan 5/1, 5/2, 5/5 address.

Privet Rob

19 years ago today, Kocharyan's bodyguards murdered his co-villager in the Paplavok restaurant's toilet for simply greeting Kocharyan with "privet Rob".
That case was recently sent for retrial after new evidence and witnesses emerged. The old verdict was a slap on the wrist.

drone footage contradicts former police chief's claims

Ex-top-cop Vladimir Gasparyan allegedly assaulted Azatutyun journalists for filming his [illegal] Sevan mansion with a drone. He claimed the drone endangered his health and privacy by flying 10 meters away and intruding in his backyard.
The police investigated the drone footage and found that the drone was at least 40 meters above and "couldn't even identify people by face".
The police refused Gasparyan's petition against journalists.

freedom of speech / the U.S. Library of Congress

You may remember that when the Emergency State was declared, per legacy law, the media was required to circulate only official info about the virus.
After prompt criticism about free speech, the govt quickly lifted the restrictions. Pashinyan would later complain that the removal of restrictions allowed conspiracy theories to aid the spread of the virus. Nonetheless, the restrictions weren't re-implemented.

The Library of Congress prepared a report about the fake news and how various countries dealt with it, and also mentioned the aforementioned process in Armenia.
It mentions another law drafted by Nature Ministry that could allow the Ministry to keep certain info secret from the public. Critics say it will hinder environmental activists' efforts, while the Ministry says it's needed to protect rare animals/plants by keeping their location/details classified.
The Library also mentioned a law that restricts the entry of foreign channels in Armenia's free over-the-air public airways, unless an agreement is signed first. The govt says it's aimed as "protecting the Armenian language" and "prioritizing programming in Armenian" by preferring Armenian channels over foreign ones.

WATCH 2:30 PM - Governor Edwards COVID-19 Announcement on Response to COVID-19

WATCH 2:30 PM - Governor Edwards COVID-19 Announcement on Response to COVID-19
LINKS TO WATCH

Summary

Gov. John Bel Edwards
  • Cases that come back positive hospitalizations are increasing.
  • Clear to me that the current restrictions are not enough. The appeal to the Louisiana citizens is not producing the results that are needed.
  • Yesterday was the highest day of new cases.
  • Today we report 2,166 new cases and a case positivity of 11.3%
  • Both yesterday and today exceeded 10% for case positivity.
  • Yes, we are testing more people. This is good, a test does not create a case it tells you where you have cases. So yes we are seeing more of the cases that are out there.
  • Thus far in the month of July, we are 11 days in, and we have almost met our monthly goal of 200,000 tests with over 195,000 tests reported as of today.
  • As recently as June the 19th we were 10th in the country for cases per capita now we are number 3.
  • Our rate is not just higher for Louisiana but for all of those states that were previously ahead of us.
    • We are number 3 behind New York and New Jersey.
  • We cannot go back to a time where we are running out hospitals and ventilators.
  • Yesterday alone we added 75 new inpatients today was 65 more.
  • June the 13th we had 532 people in the hospital today we have [____].
  • Fauci says we need better compliance with mask usage, physical distancing, and limiting crowd sizes.
  • We have been extremely patient to have compliance from the community but we are moving a little further.
  • Trying not to ever move back to Phase 2 or Phase 1.
    • Need to balance between the virus, the economy, and opening up schools.
  • Staying in Phase 2 until at least July 24th with some changes starting Monday.
    • Masks are mandated statewide for 8 years of age or older unless they have a health condition that prevents them from wearing a mask.
    • Strongly suggested that children between 2-7 wear them
    • Parishes can opt-out of this mandate if they do not have a high incidence of COVID-19 only 3 parishes currently qualify:
  1. Grant
  2. Red River
  3. West Feliciana
  • All bars closed to on-premises consumption but may do curbside pickup.
  • Indoor social gatherings are limited to 50 people.
  • 50% occupancy remains for businesses.
  • Informal backyard gatherings are the largest contributor to spread think birthdays, baby showers, weddings, etc. Instances where you only invite your close relatives and close friends. But your close relatives and friends may have COVID-19 and they are not part of your immediate household.
    • If you have these types of events you need to keep them as small as you can, wear masks, physical distance, and try to hold them outdoors.
  • Changes go into effect Monday night right after midnight so there is time to comply. Orders will stay in place until at least July 24th.
    • Mod Note: Monday at midnight for this instance means 12:01 AM Monday, so it will start right after midnight today.
  • These decisions are based on White House guidance and guidance from public health experts.
  • Vice President Pence will be coming Tuesday and the White House Task Force been encoring the public to follow local and state orders to follow mask mandate. They encourage mask mandates for where cases are increasing rapidly [like here in Louisiana].
  • Face masks order follow CDC guidance. Masks are mandated statewide for anyone 8 years of age or older.
  • Exemptions to mask-wearing:
    • Have a health condition that prevents you from wearing a mask.
    • Anyone eating or drinking.
    • Anyone communicating to the speech impaired.
    • Anyone who is giving a public speech.
    • Anyone removing face covering for identification purposes.
    • And anyone who is part of a parish who has opted out of the mandate.
  • High incidence of COVID = 100 new cases per 100,000 people per 2 week period.
  • 3 parishes are below that threshold, Grant, Red River, West Feliciana Parish.
  • Even if your parish opts out it is strongly encouraged that everyone wears a mask when outside the household. Just because these are the least affected parishes does not mean there is not COVID there. There is COVID-19 in every parish.
  • If you have are vulnerable you are always safest at home. (Those over 65, diabetes, obesity, etc.)
  • At the end of the day, while I know this will be unpopular and controversial with some, we know face masks work. It is that simple. The vast majority of the spread of this disease comes from people talking, sneezing, coughing, and the mask helps contain the virus from being spread to neighbors.
  • None of these steps were ones that I wanted to take, but they are essential.
  • Typically there is a 14-day lag between a change in behavior and when that change shows up in the numbers and there is an even longer lag time for the change in deaths. So we will not see any changes [from mandating masks or closing bars] in the near future.
  • (We have no reason to believe the numbers we have been reporting are going to get any better, they are likely to get worse.)
  • Bars have been proven to be hotspots for the spread of coronavirus. It may not be true for every bar, but it is true for many of them. Thanks to the many bar owners for complying with restrictions, this is not meant to punish anyone.
  • Identified at least 36 outbreaks from bars impacting over 400 people. We know that number is much higher. All of this has happened in Phase 2 when bars were opened. We also know that leading the spread in recent weeks has been a younger age group more likely to frequent bars. This age group continues to be a big driver of cases.
  • Younger people are spreading COVID19 to older people who are becoming ill in growing numbers.
  • Public health officials believe that bars have a higher risk than other businesses due to the social aspect, having to speak louder over music, keeping the mask off to drink, etc. Alcohol diminishes decision making.
  • I know this will be challenging and unpopular but it is necessary and the right thing to do under these circumstances. We cannot let this illness win. If you, like me, are interested in keeping most of our economy opened and not regrew back in phases, or open schools next month, these things (wearing a mask or closing bars) is a minor price to pay.
  • This should not be a political issue. Someone how there has been a political issue that has come up around masks. You will see that people of both parties will be stressing the absolute importance of wearing a mask.
Dr. Joe Canter (LDH)
  • At the end of the day this I about the perseveration fo human life.
https://preview.redd.it/4lpn6sazqaa51.png?width=400&format=png&auto=webp&s=d9d78df91b813a2b08fd21ca825da7b2959c554c
  • Mask mandate follows CDC guidelines for high incidence.
    • High incidence of COVID = 100 new cases per 100,000 people per 2 week period
  • 61 out of 64 parishes currently meet this definition.
    • 3 parishes are below that threshold, Grant, Red River, West Feliciana Parish.
  • The level of COVID incidence is high in the overwhelming amount of parishes of Louisiana.
  • If you are battling a disease you need to know what you are fighting and where it is, which his what testing does. If you do more tests you will find more positives. When we look at cases we look at multiple measurements like percent positivity, which is increasing. The large spike at the end of March and April when CPR increases to 30% is when we were highly restrictive in who we tested which artificially inflated the percent positivity.
  • Over the last week, (Jun 22-July 5th as measured by date of collection, the percent of positivity was 15.3%. Highly concerning number.)
  • A lot of people who test positive are asymptomatic and spread it to their community or other family members.
  • Young adults aged 18-29 accounts for the largest grouping of COVID cases.
  • Over the past week or 2, we are seeing what we feared we would see which is further spread from younger adults to older individuals.
  • COVID has a real propensity to spread, we had no expectation it would stay within the 18-29 age bracket. The most recent data is now showing us that the virus is indeed spreading from those younger adults to older individuals.
  • **(In Phase 2 if you have a vulnerability, are increasing in age, or have a serious underlying medication condition, the risk to you and your personal health is greater and you need to think twice about the risk you take on.
    • Maybe you shouldn't go out. Maybe someone should make food for you.
    • Families should support these individuals.
    • Staying inside and distancing is the safer thing to do.)**
  • We have leading signs and lagging measures. Cases are on the leading sign and fatalities are on a lagging measure. We know that in Louisiana individuals who will die from COVID-19 become symptomatic 16 days before that fatality.
  • Concerned we will see increasing hospitalization and increasing deaths.
  • We have already doubled the number of patients hospitalized with COVID from the middle of June.
  • We have to turn this around.
https://preview.redd.it/wzilyxarqaa51.png?width=782&format=png&auto=webp&s=258ed61fa170b381fe2798e5117373ea0d2c37cd
  • At this point in time, we have more cases coming in than when we were at our peak.
https://preview.redd.it/almgtmluqaa51.png?width=698&format=png&auto=webp&s=c3874bc749bd0bb65162f65fe27b9b465231720b
  • Differences between these two peaks are the first time around it was focused on New Orleans, shows the case growth to date without New Orleans. This is a statewide problem and we look similar to Florida or Texas were. We are not as far along but we need to turn this around.
  • The good news is we have already beaten this once we can do it again.
Dr. Neal of OLOL Regional Medical Center
  • We knew when we went to Phase 2 we would see a little more community spread resulting in a few more admissions so we were prepared for that.
  • We were not prepared for the steep escalation in hospitalizations we began to see 10 days ago and cases have not quadrupled.
  • We have too many people in our hospitals.
  • When our hospitals get full it is incredibly hard to care for everyone.
  • Of our patients that are in the hospital, 1/3 are in the ICU.
  • The youngest is 25 and had no medical conditions when they entered the hospital.
  • Patients in their 20s, 30s, 40s are in the ICU struggling for their lives.
  • This is a nightly occurrence in the hospital.
  • **(This takes a tremendous team to do that work and that team can no longer offer care to all those who need it.
    • Those that need for bypass surgery, joint replacement -- they haven't been able to walk in 6 months, or those that have a mass that may be a malignancy.)**
  • We cannot allow this in the community anymore, we have to be better stewards so the whole community is healthier from all of their illnesses, and not just COVID19.
  • We all need to wear masks by doing that we protect our community, each other, and our families. This is how we continue being safe in our homes and not wind up in the hospital as patients with COVID19.
  • Think about each and every interaction you have with another individual, keep your distance, try to have that interaction by Zoom, or by phone.
  • We know that this works, and we know that if you do it we can continue to provide everyone the continued quality of care we expect every day.
Dr. Rainey Winfield Sports Medicine Physician
  • Truly concerned about overwhelming the healthcare system as it exists today.
  • Seen COVID in all demographics.
  • Symptoms have evolved from 3 symptoms to 9 symptoms.
  • New symptoms in the Millenials of migraines headaches, stomach issues, and diarrhea.
  • Increased mental health issues in the community are being seen as well.
  • Assure you that the healthcare system cannot be successful unless the public plays its part by socially distancing, washing hands, and WEARING YOUR MASK
  • Mask wearing works. Respiratory droplets can go up to 12 ft so if you wear wearing a mask it protects those around you. We are in a position now that we are losing lives by something that can be prevented.
  • Take this seriously and listen to what is going on.
Gov. John Bel Edwards
  • Misspoke, this is in effect Monday morning not Tuesday as previously stated. It goes into effect at 12:01 AM Monday morning.
  • Shout out to the medical professionals. There has been no one who has stepped up as tremendously and it runs the entire gamut of the medical profession.
  • As Louisiana, we owe it to them to not overburden them.
  • We can prevent it, we have done it before. We do not need to go back to other Phases to do it. We need to follow the CDC and White House Guidelines to slow the virus.
  • Let's be good neighbors and realize we all have a role to play.
  • This opportunity will not last forever, now is our time. You cannot. wait till next week or next month or there will not be time left by then.

Questions

Is mask mandate for indoors only or outdoors as well. How will be it be enforced
It is indoors and outdoors when you cannot be physically distanced from others. When you go into an office building or retail establish or restaurant etc unless you meet one of those exceptions that mask needs to be on. If you are outside and are in close proximity with others you need to have a mask on. This mandate applies to all locations. There are exemptions for individuals and those 3 parishes if they choose to opt-out. If they were to opt-out, CDC guidance does not change and everyone is encouraged to wear masks if they can.
Businesses will be required to tell people they need to have a mask on. Businesses can accept a representation from someone saying they meet one of those categories of exceptions. Other than placing law enforcement officers at every building there is no way to do it. There is not a goal to go out there and write citations. We want people to comply. We want businesses to make the effort to put up the signs and if someone does not meet the exception and refuses to wear a mask and if they don't leave they are trespassing. The mandate applies to churches but we will not be enforcing it in churches. WE will not be writing up pastors or doing those things. They are encouraged to understand that that setting where people are there for over an hour it is important for those individuals to wear a mask.
If you were to cite a business what would the penalty be? Is it a fine? If so how much?
I'll get that answer to you. That will not be the first resort. When we go to a business we remind them of the requirements. The first efforts are always going to be to pressure compliance and not a fine.
Will citations be for business owners or..
The owners.
Will you be pulling back on elective surgeries
The office of public health has not told me that that is something they are recommending right now. There are hospitals around the state who have different staffing issues and they may choose to make a different decision for themselves. This has not been raised to a statewide level where I, the governor, would need to consider that.
There are 3 major issues hospitals are facing:
  1. Testing turnaround times.
  2. Remdesivir availability.
  3. Staffing.
Medical exemptions for earring a mask. DO people need to carry a doctors note if they meet one of the exemptions
Business owners have the right to ask you to put on the mask so if you have someone that can document that it would be good to have it on your person but owners are not required to ask you for that.
Conditions that meet exemption for mask-wearing. Tiny minority fo people meet these.
  1. Respiratory issues where wearing a mask puts you in danger.
  2. Children are younger than 2.
  3. Case by case basis.
**The larger point to be made, if you have a condition that you think makes it untenable to wear a mask, it is also likely the case that you are at increased vulnerability for COVID. You really need to look at your own risk profile and if it is worth doing the activities that you would like to do. [(Mod note: aka why are you going out if your respiratory function is that comprised that you cannot wear a mask)]
In terms of casinos will they be limited
Limitations only have to do with social gatherings, not businesses. Phase 2 occupancy requirements remain in place for commercial businesses. The only businesses that are affected by the new occupancy limitations are bars and event spaces.
Why bars and not restaurants
Data we have shows that restaurants do not pose the same risk of transmission as bars. Restaurants with bars in them can seat people at the bar as an extension of the seating area for the consumption of food.
Does guidance apply to State employees
Yes, both to employees and the general public entering a public building.
Texas has begun to send ATF out to shut down businesses. We haven't issued any penalties it's more a warning system. Do you think this is working? Why not be stricter with enforcement
Well, I just announced I am closing every bar. I do not know how to be more categorical than that. Last time I got an update we visited more than 3,100 commercial establishments. What I can tell you is that the vast majority of those were not out of compliance and if they were they got into compliance quickly. Likely it was something simple like employees wearing masks around their necks and not their faces. I have instructed that for repeat business offenders to start issuing citations so I believe you will start seeing that going forward.
I've said from the very beginning a public health emergency of this nature if the people of Louisiana are going to insist that we enforce our way through it we will not be successful. We will continue to have people unnecessarily spreading this disease and then other people through no fault of their own, they may be the most responsible citizen out there, they may contract it because someone in their vicinity is choosing not to be a good neighbor. Then these individuals will go to the hospital and fill that bed and cause all of the problems for the hospital system and its providers, affecting not only the COVID community but anyone that's in need of medical service. To those people of Louisiana who say "well, we are not going to listen to any of that and we are going to make them enforce our way through it. Then we will be unsuccessful but I believe in Louisiana, we are better than that. Our people have always been good and resilient. We are faithful people. We know what it means to be a good neighbor. Now is a good time to be a good neighbor. If you don't like the mask mandate then don't like it, but wear your mask anyway if you are going to be out in public. If you want to criticize me, then criticize me. I understand this is going to be controversial. So be it. It the right thing to do. It's the essential thing to do. But don't sit back and say we will only be successful if we enforce our way through it. That is the wrong attitude.
Can you talk about how the decision for the VP to come to Baton Rouge came to be and the testing issues that may be discussed?
Many things made Louisiana an obvious place to come. We are back to #3 in the country for COVID19 cases per capita. They picked BR specific to do surge testing, one of 3 areas around the country to get above our baseline of 5,000 people. We haven't met that yet, but we are working towards it. Because of the steep increase in cases in BR but even steeper increase in positivity in BR. Louisiana has been on radar front and center for the White House Coronavirus Taskforce since the beginning. We have never come off their radar. I think that is. why he is coming here.
While he is here he will talk about higher education and what we are doing to safely resume on-campus in-person instruction on time. What that mix of education of in-person and distance learning will look like. Plus LSU is the current national champion and he gets to come down be on that fine university. We will meet in a large space in the club on the south end of the stadium.
Did you talk to Clay about the new mandate or the petition gaining speed because of this?
I speak to lawmakers frequently and had the opportunity to talk to them specifically about the proclamation I am signing today. I make sure they are getting regular updates and they see the number and trajectory they are on. So by the time we make these decisions, it is in their mind that this is something we may do. Yes, I had the opportunity to speak with them.
The first time we have a surge in the state there was an awful lot of people who said that only affected Orleans or Jefferson Parish and not us, but that is not the case today. This is literally statewide. The hottest area in the state is in Lake Charles and the second hottest is in Lafayette.
I think the petition would be a tremendous mistake. For us to be the only state without a public health emergency when we are number 3 in the country cases per capita, our positivity is over 15%, we have the highest case growth we've had in the entire public health emergency, our hospitals are filling up again, and all the coordination and resources we need to make available, and all of the coordination we need to do with the Federal government, not to mention making sure we are able to take advantage that they can only send to Louisiana IF we have a declared public health emergency, and the ability to take advantage of the Stafford act? All that would be threatened by a silly partisan petition. They can do if they want but that would be a tremendous mistake and the people of Louisiana will pay a higher price. I urge members not to sign it and if they did sign it to have their names taken off of it.

Final Comments

  • We've been here before, we can get back on top of this and start driving cases down.
  • We all have a role to play.
  • Be a good neighbor.
  • Being a good neighbor means do not make that personal visit. You wear your face mask when you re outside your home and are in proximity to others who are in your household. Wash your hands often. Stay home when you're sick. Take care of those people whoa re especially most vulnerable.
  • You are safer at home always.
  • If you re out and about do not patronize a business that is not operating safely.
  • Pray for our state and our country.
  • Confident we will get through this.
  • It'll be easier and quicker if more people comply with what we are asking you to do.

Figuring out how to divide the COVID-19 content from the “regular” news has been difficult because the pandemic is influencing all aspects of life. Congress passes stimulus

Last week started out with a Republican-crafted stimulus bill that was twice-blocked by Senate Democrats, who objected to the lax conditions of aid to corporations, too little funding for hospitals, and a $500 billion “slush fund” for big companies to be doled out by Treasury Secretary Steve Mnuchin with no oversight.
Conservative-Democrat Joe Manchin (WV) even criticized the GOP bill:
“It fails our first responders, nurses, private physicians and all healthcare professionals. ... It fails our workers. It fails our small businesses… Instead, it is focused on providing billions of dollars to Wall Street and misses the mark on helping the West Virginians that have lost their jobs through no fault of their own.”
Through negotiations, Democrats shifted the bill in a more-worker friendly direction. The version that passed includes the following Democrat-added provisions: expanded unemployment benefits, $100 billion for hospitals, $150 billion for state and local governments, direct payments to Americans without a phase-in (ensuring low-income workers get the full amount), a ban on Trump and his children from receiving aid, and oversight on the “slush fund” (see next section for more info). Senate Democrats also managed to remove a provision that would have excluded nonprofits that receive Medicaid funding from the small-business grants.
Echoing sentiments expressed during debate on the previous coronavirus bill (the second, for those keeping track), Republican senators derided the $600 a week increase in unemployment payments as “incentivizing” workers to quit their jobs. Sens. Ben Sasse (Neb.), Rick Scott (Fla.), Tim Scott (S.C.) and Lindsey Graham (S.C.) delayed passage of the bill in order to force a vote on an amendment removing the extra unemployment funding. "This bill pays you more not to work than if you were working," Graham said. Fortunately for American workers, the amendment failed and the improved bill passed the Senate and the House.

The giveaways in the bill

While Senate Democrats were able to add worker-friendly provisions, the bill still required bipartisan support to pass the chamber and some corporate giveaways remained in the final version.
Politico:

Trump’s signing statement

While signing the latest coronavirus relief bill, the president also issued a signing statement undercutting the congressional oversight provision creating an inspector general to track how the administration distributes the $500 billion “slush fund” money.
The newly-created inspector general is legally required to audit loans and investments made through the fund and report to Congress his/her findings, including any refusal by the executive office to cooperate. In his signing statement, Trump wrote that his understanding of constitutional powers allows him to gag the special IG:
"I do not understand, and my Administration will not treat, this provision as permitting the [inspector general] to issue reports to the Congress without the presidential supervision required" by Article II of the Constitution.
The signing statement further suggests that Trump does not have to comply with a provision requiring that agencies consult with Congress before it spends or reallocates certain funds: "These provisions are impermissible forms of congressional aggrandizement with respect to the execution of the laws," the statement reads.
While some have said that Congress fell short in this instance, one Democratic Senate aide told Politico that Congress built in multiple layers of oversight, including “a review of other inspectors general and a congressional review committee charged with overseeing Treasury and the Federal Reserve's efforts to implement the law.”
Legal experts have pointed out that a signing statement is “without legal effect.” But that ignores the fact that oversight is not equal to enforcement. The problem, in my opinion, isn’t that Congress won’t be notified of any abuses of power by Trump. The problem is that congressional Republicans and the judiciary have largely failed to hold him accountable and enforce our laws even after learning of his abuses.

Concerns about the IG

Another potential weakness in the oversight structure is the inspector general position itself. The special inspector general for pandemic recovery, known by the acronym S.I.G.P.R., is nominated by the president and confirmed by the Republican-controlled Senate. As we’ve seen from Trump’s previous nominees, particularly judicial, many unqualified individuals have been confirmed. The Democrats will not have the power to stop the president and Mitch McConnell from jamming through a loyalist to fill the SIGPR role.
Former inspector general at the Justice Department Michael Bromwich: “The signing statement threatens to undermine the authority and independence of this new IG. The Senate should extract a commitment from the nominee that Congress will be promptly notified of any Presidential/Administration interference or obstruction.”
You may recall that Trump has already proven that he’s willing to interfere with the legally-mandated work of an inspector general. When the Ukraine whistleblower filed a complaint last year, the IG of the Intelligence Community, Michael Atkinson, investigated and determined the complaint to be “urgent” and “credible.” Atkinson wrote a report and gave it to Director of National Intelligence Joseph Maguire to hand over to Congress. However, the White House and DOJ interfered and instructed Maguire not to transmit the report to the Senate and House Intelligence Committees. Chairman Adam Schiff had to subpoena Maguire to turn over the report and testify before his committee.
Further, there are already five IG vacancies in agencies that have a critical role in responding to the pandemic. The Treasury itself has not had a permanent, Senate-confirmed IG for over eight months now, and Trump hasn’t nominated a replacement. The Treasury Dept. has taken a lead role in the coronavirus response, with Secretary Mnuchin handling most of the negotiating with Congress on Trump’s behalf. The fact that the lead agency doesn’t have IG oversight should be troublesome in itself; replicating the situation with a special IG doesn’t seem to be a promising solution.
UPDATE: The nation's inspectors general have appointed Glenn Fine, the Pentagon's acting IG, to lead the committee of IGs overseeing the coronavirus relief effort.
This is one of several oversight mechanisms built into the new law. They include:
A committee of IGs (now led by Fine), a new special IG (to be nominated by Trump), a congressional review panel (to be appointed by House/Senate leaders)

Direct payments

Included in the stimulus bill is a $1200 one-time direct payment for all Americans who made less than $75,000 in 2019 (less than $150,000 if couples filed jointly). More details can be found here. I have read that the Treasury will use 2018 information for those who have not filed yet this year, but I am not 100% sure that’ll happen.
Mnuchin has said that Americans can expect to receive the money within three weeks, but many experts expect that timetable to be pushed into late April. Additionally, that only applies to Americans who included direct deposit information on their 2019 tax returns. Those who did not include their bank’s information will have to be sent a physical check in the mail… which could take anywhere from two to four months.
Other options are being discussed, including partnering the Treasury Dept. with MasterCard and Visa to deliver prepaid debit cards. Venmo and Paypal are reportedly lobbying the government to be considered as a disbursement option.
Future payments?
House Speaker Pelosi is already planning another wave of direct payments to Americans, saying that the $1,200 is not enough to mitigate the economic effects of the pandemic: “I don’t think we’ve seen the end of direct payments.” Republicans, meanwhile, are taking a ‘wait and see’ approach, using the next couple of weeks to measure the impact of the $2 trillion bill passed last week.
House Minority Leader Kevin McCarthy: “What concerns me is when I listen to Nancy Pelosi talk about a fourth package now, it’s because she did not get out of things that she really wanted...I’m not sure you need a fourth package...Let’s let this work ... We have now given the resources to make and solve this problem. We don’t need to be crafting another bill right now.”
For the fourth legislative package, Democrats have said they would like to see increased food stamp benefits; increased coverage for coronavirus testing, visits to the doctor and treatment; more money for state and local governments, including Washington, D.C.; expanded family and medical leave; pension fixes; and stronger workplace protections.
Trump’s signature
Normally, a civil servant signs federal checks, like the direct payments Americans are set to receive. According to a Wall Street Journal report, Trump has told people that he wants his signature to appear on the stimulus checks.

THE SIDES

War on the poor continues

Amid the coronavirus crisis, Trump has defended his continued support of a Republican-led lawsuit to dismantle the Affordable Care Act, which would result in 20 million Americans losing health insurance if successful. The Supreme Court agreed to hear arguments in the case this fall. Contrasting with his position that the ACA is illegal, Trump is considering reopening enrollment on HealthCare.gov, allowing millions of uninsured individuals to get coverage before potentially incurring charges and fees related to COVID-19.
Joe Biden called on Texas Attorney General Ken Paxton, who is leading the charge against the ACA, and President Trump to drop the lawsuit:
“At a time of national emergency, which is laying bare the existing vulnerabilities in our public health infrastructure, it is unconscionable that you are continuing to pursue a lawsuit designed to strip millions of Americans of their health insurance and protections under the Affordable Care Act (ACA), including the ban on insurers denying coverage or raising premiums due to pre-existing conditions.”
The Trump administration is also pushing forward with its plan to kick 700,000 people off federal food stamp assistance, known as SNAP (Supplemental Nutrition Assistance Program). The USDA announced two weeks ago that the department will appeal Judge Beryl Howell’s recent decision that the USDA’s work mandate rule is “arbitrary and capricious."
Additionally: The Social Security Administration has no plans to slow down a rule change set for June that will limit disability benefits, the Department of Health and Human Services still intends to reduce automatic enrollment in health coverage, and the Department of Housing and Urban Development will continue the process to enact a rule that would make it harder for renters to sue landlords for racial discrimination.

Lawmakers’ stock transactions

The Justice Department and Securities and Exchange Commission are beginning to investigate stock transactions made ahead of the economic crisis caused by the coronavirus pandemic. CNN reports that the inquiry has already reached out to Senator Richard Burr for information. “Under insider trading laws, prosecutors would need to prove the lawmakers traded based on material non-public information they received in violation of a duty to keep it confidential,” a task that won’t be easy.
Sen. Burr is facing another consequence of his trades: Alan Jacobson, a shareholder in Wyndham Hotels and Resorts, sued Burr for allegedly using private information to instruct a mass liquidation of his assets. Among the shares he sold were an up to $150,000 stake in Wyndham, whose stock suffered a market-value cut of more than two-thirds since mid-February.

Environmental rollbacks

Using the pandemic as cover, the Trump administration has begun to more aggressively roll back regulations meant to protect the environment. These are examples of what Naomi Klein dubbed “the shock doctrine”: the phenomenon wherein polluters and their government allies push through unpopular policy changes under the smokescreen of a public emergency.
On Thursday, the EPA announced (non-paywalled) an expansive relaxation of environmental laws and fines, exempting companies from consequences for pollution. Under the new rules, there are basically no rules. Companies are asked to “act responsibly” but are not required to report when their facilities discharge pollution into the air or water. Just five days before abandoning any pollution oversight, the oil industry’s largest trade group implored the administration for assistance, stating that social distancing measures caused a steep drop in demand for gasoline.
  • Monday morning update: In an interview with Fox News this morning, Trump said he was going to call Putin after the interview to discuss the Saudi-Russia oil fight. A consequence of this "battle" has been plummeting prices in the U.S. making it difficult for domestic companies (like shale extraction) to turn a profit. It's striking that the day after Dr. Fauci told Americans we can expect 100,000 to 200,000 deaths from COVID-19 (if we keep social distancing measures in place), Trump's first action is to talk to Fox News and his second action is to intervene in an international tiff on behalf of the oil and gas industry.
Gina McCarthy, who led the E.P.A. under the Obama administration, called the rollback “an open license to pollute.” Cynthia Giles, who headed the EPA enforcement division during the Obama administration, said “it is so far beyond any reasonable response I am just stunned.”
The EPA is also moving forward with a widely-opposed rule to limit the types of scientific studies used when crafting new regulations or revising current ones. Hidden behind claims of increased transparency, the rule would require disclosure of all raw data used in scientific studies. This would disqualify many fields of research that rely on personal health information from individuals that must be kept confidential. For example, studies that show air pollution causes premature deaths or a certain pesticide is linked to birth defects would be rejected under the proposed rule change.
Officials and scientists are calling upon the EPA to extend the time for comment on the regulatory changes, arguing that the public is unable to express their opinion while dealing with the pandemic.
“These rollbacks need and deserve the input of our public health community, but right now, they are rightfully focused on responding to the coronavirus,” said Representative Frank Pallone of New Jersey, the chairman of the House Energy and Commerce Committee.
Other controversial decisions being made:
  • A former EPA official who worked on controversial policies returned as Administrator Andrew Wheeler’s chief of staff. Mandy Gunasekara helped write regulations to ease pollution controls for coal-fired power plants and vehicle emissions in her previous role as chief of the EPA’s Office of Air and Radiation. In a recent interview, Gunasekara, who played a role in the decision to exit the Paris Climate Accord, pushed back on the more dire predictions of climate change, saying, “I don't think it is catastrophic.”
  • NYT: The plastic bag industry, battered by a wave of bans nationwide, is using the coronavirus crisis to try to block laws prohibiting single-use plastic. “We simply don’t want millions of Americans bringing germ-filled reusable bags into retail establishments putting the public and workers at risk,” an industry campaign that goes by the name Bag the Ban warned on Tuesday. (Also see The Guardian)
  • Kentucky, South Dakota, and West Virginia passed laws putting new criminal penalties on protests against fossil fuel infrastructure in just the past two weeks.
  • The Hill: The Environmental Protection Agency (EPA) said Friday that it will extend the amount of time that winter gasoline can be sold this year as producers have been facing lower demand due to the coronavirus. It will allow companies to sell the winter-grade gasoline through May 20, whereas companies would have previously been required to stop selling it by May 1 to protect air quality. “In responding to an international health crisis, the last thing the EPA should do is take steps that will worsen air quality and undermine the public’s health,” biofuels expert David DeGennaro said.
  • NYT: At the Interior Department, employees at the U.S. Fish and Wildlife Service have been under strict orders to complete the rule eliminating some protections for migratory birds within 30 days, according to two people with direct knowledge of the orders. The 45-day comment period on that rule ended on March 19.
  • WaPo: The Interior Department has received over 230 nominations for oil and gas leases covering more than 150,000 acres across southern Utah, a push that would bring drilling as close as a half-mile from some of the nation’s most famous protected sites, including Arches and Canyonlands National Parks… if all the fossil fuels buried in those sites was extracted and burned, it would translate into between 1 billion and 5.95 billion metric tons of carbon dioxide being released into the air. That upward measure is equal to half the annual carbon output of China

Court updates

Press freedom case
Southern District of New York District Judge Lorna Schofield ruled that a literary advocacy group’s lawsuit against Trump for allegedly violating the First Amendment can move forward. The group, PEN America, is pursuing claims that Trump “has used government power to retaliate against media coverage and reporters he dislikes.”
Schofield determined that PEN’s allegation that Trump made threats to chill free speech was valid, providing as an example the White House’s revocation of CNN correspondent Jim Acosta’s press press corps credentials:
”The threats are lent credence by the fact that Defendant has acted on them before, by revoking Mr. Acosta’s credentials and barring reporters from particular press conferences. The Press Secretary indeed e-mailed the entire press corps to inform them of new rules of conduct and to warn of further consequences, citing the incident involving Mr. Acosta… These facts plausibly allege that a motivation for defendant’s actions is controlling and punishing speech he dislikes.”
Twitter case
The president suffered another First Amendment defeat last week when the full 2nd Circuit Court of Appeals declined to review a previous ruling that prevents Trump from blocking users on the Twitter account he uses to communicate with the public. Judge Barrington D. Parker, a Nixon-appointee, wrote: “Excluding people from an otherwise public forum such as this by blocking those who express views critical of a public official is, we concluded, unconstitutional.”
Trump-appointees Michael Parker and Richard Sullivan authored a dissent, arguing the free speech “does not include a right to post on other people’s personal social media accounts, even if those other people happen to be public officials.” Park warned that the ruling will allow the social media pages of public officials to be “overrun with harassment, trolling, and hate speech, which officials will be powerless to filter.”
Florida’s felon voting
U.S. District Judge Robert Hinkle ripped into Florida Governor Ron DeSantis’s administration for failing to come up with a process to determine which felons are genuinely unable to pay court-ordered fees and fines, which are otherwise required to be paid before having their voting rights restored.
“If the state is not going to fix it, I will,” Hinkle warned. He had given the state five months to come up with an administrative process for felons to prove they’re unable to pay financial obligations, but Florida officials did not do so. The case is set to be heard on April 28 (notwithstanding any coronavirus-related delays).

ICE, Jails, and COVID-19

ICE
One of the most overlooked populations with an increased risk of death from coronavirus are those in detention facilities, which keep people in close quarters with little sanitation or protective measures (including for staff).
Last week, U.S. District Judge Dolly Gee ordered the federal government to “make continuous efforts” to release migrant children from detention centers across the country. Numerous advocacy groups asked for the release after reports that four children being held in New York had tested positive for the virus:
“The threat of irreparable injury to their health and safety is palpable,” the plaintiffs’ lawyers said in their petition… both of the agencies operating migrant children detention facilities must by April 6 provide an accounting of their efforts to release those in custody… “Her order will undoubtedly speed up releases,” said Peter Schey, co-counsel for the plaintiffs in the court case.
On Tuesday, 13 immigrants held at ICE facilities in California filed a lawsuit demanding to be released because their health conditions make them particularly vulnerable to dying if infected by the coronavirus. An ACLU statement says the detainees are “confined in crowded and unsanitary conditions where social distancing is not possible.” The 13 individuals are all over the age of 50 and/or suffering from serious underlying medical issues like high blood pressure.
“From all the evidence we have seen, ICE is failing to fulfill its constitutional obligation to protect the health and safety of individuals in its custody. ICE should exercise its existing discretion to release people with serious medical conditions from detention for humanitarian reasons,” said William Freeman, senior counsel at the ACLU of Northern California.
Meanwhile, ICE is under fire for continuing to shuttle detainees across the country, with one even being forced to take nine different flights bouncing from Louisiana to Texas to New Jersey less than two weeks ago. That man is Dr. Sirous Asgari, a materials science and engineering professor from Iran, who was acquitted last year on federal charges of stealing trade secrets. The government lost its case against him, yet ICE has had him in indefinite detention since November.
Asgari, 59, told the Guardian that his Ice holding facility in Alexandria, Louisiana, had no basic cleaning practices in place and continued to bring in new detainees from across the country with no strategy to minimize the threat of Covid-19...Detainees have no hand sanitizer, and the facility is not regularly cleaning bathrooms or sleeping areas…Detainees lack access to masks… Detainees struggle to stay clean, and the facility has an awful stench.
Jails
State jails are making a better effort to release detained individuals, as both New York and New Jersey ordered a thousand people in each state be let out of jail. The order applied only to low-level offenders sentenced to less than a year in jail and those held on technical probation violations. In Los Angeles County, officials released over 1,700 people from its jails.
A judge in Alabama took similar steps last week, ordering roughly 500 people jailed for minor offenses to be released to lessen crowding in facilities. Unlike in New York and New Jersey, however, local officials reacted in an uproar, led in part by the state executive committee for the Alabama Republican Party and Assistant District Attorney C.J. Robinson. Using angry Facebook messages as the barometer of the community’s feelings, Robinson worked “frantically” to block inmates from being released.
  • Reuters: As of Saturday, at least 132 inmates and 104 staff at jails across New York City had tested positive for COVID-19, the disease caused by the coronavirus… Since March 22, jails have reported 226 inmates and 131 staff with confirmed cases of COVID-19, according to a Reuters survey of cities and counties that run America’s 20 largest jails. The numbers are almost certainly an undercount given the fast spread of the virus.

Tribe opposed by Trump loses land

On Wednesday, The Federal Bureau of Indian Affairs announced the Mashpee Wampanoag Tribe’s reservation would be "disestablished" and its land trust status removed. Tribal Chairman Cedric Cromwell called the move "cruel" and "unnecessary,” particularly coming in the midst of a pandemic crisis. Rep. Bill Keating (D-Mass.), who last year introduced legislation to protect the tribe's reservation as trust land in Massachusetts, said the order “is one of the most cruel and nonsensical acts I have seen since coming to Congress.”
The administration’s decision is especially suspicious as just last year Trump attacked the tribe’s plan to build a casino on its land, tweeting that allowing the construction would be “unfair” and treat Native Americans unequally. As a former casino owner, Trump has spent decades attacking Native American casinos as unfair competition. At a 1993 congressional hearing Trump said that tribal owners “don’t look like Indians to me” and claimed: “I might have more Indian blood than a lot of the so-called Indians that are trying to open up the reservations” to gambling.
More than his past history, however, Trump has current interests at play in the Mashpee Wampanoag’s planned casino: it would have competed for business with nearby Rhode Island casinos owned by Twin River Worldwide Holdings, whose president, George Papanier, was a finance executive at the Trump Plaza casino hotel in Atlantic City.
In the Mashpee case, Twin River, the operator of the two Rhode Island casinos, has hired Matthew Schlapp, chairman of the American Conservative Union and a vocal Trump supporter, to lobby for it on the land issue. Schlapp’s wife, Mercedes, is director of strategic communications at the White House.

Borders may open soon

Rowley:
‘I am satisfied that this committee can report within a week and that the tagging system could be available and it will allow us to maximise home quarantine and that will allow us to maximise the inflow of persons who are outside, citizens of Trinidad and Tobago, who are outside to come home and that will then result in an elimination of this exemption system,” Rowley told reporters.
“I see this as a cautious reopening of our border. We are in deep discussions with some of our CARICOM (Caribbean Community) colleagues. I spoke with the President of Guyana (Dr. Irfaan Ali) a few days ago at length and we believe that we could begin to have more movement between our citizens and the Guyanese population, the Grenada population, the Barbados population because the level at which they are at is either lower than or equal to us and we can begin sometime not in the too distant future to make more tentative steps with respect to the border opening.”

Sanitizing vs Soap

only use sanitizer if no soap is available. Here's why:
While alcohol based solutions work, soap is much more effective and thus safer. This is due to what the virus is. A virus consists of three key components: RNA (ribonucleic acid), proteins and lipids. While the RNA contains the dangerous 'code' that makes us ill, the proteins are used for docking and lipids are what shield the RNA. Soap molecules dock onto the virus' protein and effectively dismantles its shield of lipids. Because this does not happen instantly but takes time, you should soap your hands for about twenty seconds (sing the Happy Birthday song twice).

Understanding the Threat:

Well-researched Explanation by Kurzgesagt (9min)
Original:
Flattening the Curve
In order to make sure people can get medical treatment despite the crisis, everybody has to reduce their social needs. In most countries, it is no longer a question of if but when you get the virus. As such, the healthcare system must not be overwhelmed. It is thus of the highest importance that the virus is being slowed down. People who are injured in accidents, people who need emergency treatment and so on depend on it.

Based on studies we know that:

The virus attacks every age group similarly but remains statistically more likely asymptomatic for younger ones. The pivotal point of it is that they act as transmitters nonetheless. This is why many countries shut down their schools. source
Roughly 1 out of 5 remain asymptomatic despite having the virus. source
Roughly 15% need medical treatment. source
CDC estimates that an infected person can infect 3.8 to 8.9 persons (mean 5.7) source

These 15% will exponentially grow, and they will grow quickly. A look at other countries proves precisely that. How well the country can respond can be measured with death rates. T&T's death rate is currently 6%. This is extremely high for its spread.
Incubation Period:
From transmission to outbreak, median outbreak time is about 5 days. "(...) 97.5% of people who develop symptoms will do so within 11.5 days of infection (source).
This means, people can spread the virus for about 5 to 12 days without even knowing they have the virus themselves because they are not showing symptoms yet.
People with the following underlying medical conditions are at higher risk of becoming severely ill:
  • cancer
  • cardiovascular disease
  • chronic respiratory diseases
  • conditions and therapies that weaken the immune system
  • diabetes
  • high blood pressure
  • obesity
MoH currently states on their website

Prevention is the most important action you can take to protect yourself and your family from getting COVID-19. The Ministry of Health urges the population to:
  • Wash your hands with soap and water
  • Use an alcohol-based hand sanitizer if water and soap are not available
  • Cover your nose and mouth with a tissue when you cough or sneeze
Dispose of tissue immediately after using
  • Cough and sneeze into the crook of your elbow if you do not have a tissue
  • Avoid touching your face
  • Practice social distancing (e.g. no kissing, hugging, or hand-shaking, avoid mass gatherings)
  • Stay home if you are ill
  • Avoid close contact with people who have flu-like symptoms
  • Sanitize hard surfaces (e.g. table tops, hand rails, door knobs and trolleys) as often as possible

It is crucial that each and everyone does more
Social distancing (SD) should be more emphasized by MoH. To socially distance means to ensure there is enough physical distance between individuals. This includes to avoid hugging, hand-shaking, fist-bumping, kissing, sharing drinks, joints and so on.
This is based on the idea that the virus transmits through droplets which can travel through the air. These droplets are not only coughed out, but spread through breathing too. (Through coughing, the droplets can travel up to 8m/27feet).
SD further means to reduce individual social mobility. Some countries enforce lock-downs to ensure people stop mingling among various friend circles. Others rely on each and everyone's emancipation to do the right thing.

Reducing social mobility through SD
Avoiding a total Shutdown
Trinidad & Tobago is the wealthiest Caribbean country. But with just 22bn GDP, its means to financially help are much more limited than economically larger countries around the globe. It is thus of utmost importance for the country, to end this smoothly and quickly. Early reaction and thorough prevention is absolutely crucial for it to be over more quickly.
Be the example. Break the chain of transmission through socializing physically. Stay at home.
Tips:
  • Stay physically active despite staying at home. 2-3hrs of exercise per week would be ideal. Jogging around the block is not breaking SD rules
  • do not sit without breaks for long periods

Gila River casinos temporarily close as Arizona COVID-19 cases rise

This is the best tl;dr I could make, original reduced by 69%. (I'm a bot)
Casinos under the Gila River Indian Community were planning to reopen during the COVID-19 pandemic with new safety measures on May, 2020.As of 2 a.m. Thursday, Gila River Hotels & Casinos shuttered all three of its properties for two weeks amid a recent rise in COVID-19 cases in Arizona.
Leaders at Gila River Hotels & Casinos declined The Arizona Republic's repeated requests to confirm the number of employees who have tested positive for COVID-19, saying that they will not disclose the information to "Protect the privacy" of their workers.
Like other tribal casinos across Arizona, Gila River's three casinos shut down because of COVID-19 in mid-March.
The Gila River casinos initially reopened May 15, the same day Gov. Doug Ducey lifted Arizona's stay-at-home order.
During the two week closure, casino officials will "Reassess its current safety standards" after evaluating its safety plan with the Gila River Indian Community Council and receiving "Feedback from its community and team members."
Unlike some other casinos in the Phoenix area, Gila River Hotels & Casinos were only requiring employees to wear personal protective equipment.

Gravity's Rainbow and the secret integration.

I've read Gravity's Rainbow four times and thought I understood it pretty well. However, reading Beckett's Molloy/Malone Dies/The Unnameable trilogy and the Beckett biography Damned to Fame, and a lot of Jung, and going through some difficult times made me realise how much within me that I had previously repressed. The slow process of integrating everything I was in denial about has allowed me to find peace that I never thought I would attain, having been clinically depressed and suicidal for around ten years. I started reading GR again with this new understanding of myself and realised that I actually hadn't understood it properly at all. I thought I'd share a few things I realised in case they might be of interest to any of you. I will discuss the book from a psychoanalytical perspective and a political perspective here, but I do not wish to reduce what is such a brilliant novel in its own right to these elements alone; I feel like the literary perspective has been discussed far more than these aspects though, and strongly doubt I would be able to add anything new to that excellent body of existing work. Even though I have realised that the political and psychoanalytical aspects are examined and explored very overtly in GR, I think they are often underexamined because the readers themselves haven't come to terms with their own inner conflicts, and are therefore in denial about certain things in themselves, such as their own possible complicity (through inaction or otherwise) with the System - much like Pokler. Therefore I am only going to be discussing the book within the very narrow frameworks of psychoanalysis and politics, while acknowledging that this comprises only a fraction of what it really is.
The sheer density of GR can make it hard to tell what the hell is going on even just in terms of things like the plot. But maybe this isn't such a surprise, Pynchon's intelligence and education, how long he spent writing it, and and how much research he had to do in the process. It's only after doing a lot of the background reading that he refers to that things started to come together for me. With subjects such as Pavlov's theories of conditioning, statistics, physics, engineering, Pynchon reproduces key concepts within the text. For example:
Pavlov was fascinated with “ideas of the opposite.” Call it a cluster of cells, somewhere on the cortex of the brain. Helping to distinguish pleasure from pain, light from dark, dominance from submission... . But when, somehow—starve them, traumatize, shock, castrate them, send them over into one of the transmarginal phases, past borders of their waking selves, past “equivalent” and “paradoxical” phases —you weaken this idea of the opposite, and here all at once is the paranoid patient who would be master, yet now feels himself a slave... who would be loved, but suffers his world’s indifference, and, “I think,” Pavlov writing to Janet, “it is precisely the ultraparadoxical phase which is the base of the weakening of the idea of the opposite in our patients.” Our madmen, our paranoid, maniac, schizoid, morally imbecile—
However, for much of the history, particular that regarding intelligence agencies (whether that is WWII activity such as the O.S.S. or the S.O.E., or CIA activity in the 60s and 70s around the time that Pynchon was writing GR in a Californian beach house, very near where groups such as the Black Panthers were operating, targets of programs such as COINTELPRO and Operation CHAOS), the books had not even been written yet. I think the first few pages, with the carriage full of evacuees, can be interpreted as moving into the darkest parts of lost or repressed history, e.g.:
and it is poorer the deeper they go... ruinous secret cities of poor, places whose names he has never heard..
These names he has never heard could range from the Herero tribe whose genocide he discovered while writing V. ten years before, to Novi Pazar (with the Adenoid passage), to the all other hidden history in the book. I have also read people remarking on how in The Crying of Lot 49 it seems like Pynchon was somehow aware of MK-Ultra (which Dr Hilarius was involved with) before well the documents were leaked and the program confirmed. However, fortunately, many these history books have since been written. If anyone is interested, a great place to start is The Devil's Chessboard: Allen Dulles, the CIA, and the Rise of America's Secret Government, published in 2016, which follows Dulles from his time at the Wall Street law firm Sullivan and Cromwell to his time in the O.S.S. in Switzerland, working with Nazis in Operation Paperclip, to his directorship of the CIA through the 50s and 60s. Reading about this Cold War history, and also the writing of Huey Newton (who I strongly believe Enzian is in part based on), made a lot of GR far clearer. It is important to recognise that these histories of intelligence agencies contain irrefutable documented facts that the public at large is collectively in denial about - because they are too dark for them to acknowledge and face. For them to acknowledge these facts requires integrating that darkness into their conscious minds, before anything can be done about it on the political level. I think that, through the incorporation of all the world's darkness, from politics to history to sexual and paedophilic fantasies to etc..., this is the Secret Integration that Pynchon is trying to accomplish, and which concept he wrote a story about, published in Slow Learner. Reading this book causes the beginnings of this process, as all of the darkness is brought into one's mind by reading it.
Another crucial area for me was understanding a bit about Freud and Jung. Particularly Freud's tendency to project his own incredibly powerful repression onto his patients, because of his own compulsion to analyse and differentiate everything, much in the Western tradition, seen in, for example, his five stages of psychosexual development, oral, anal, phallic, latent and genital stages. Some people don't need to delve into the darkest aspects of their unconscious to find peace, but since Freud did, he felt the need to inflict this also on his patients - seen in the many cases where he would tell victims of childhood sexual abuse that it was due to their own subconscious desires to be raped, which could, obviously, do enormous damage to his patients. His compulsion to do this might have stemmed from, alongside his overanalytical compulsions, the truth that anything we are in denial of or repress causes inner conflicts that manifest in our daily lives, and the only way to get rid of them is to integrate them into the conscious mind. Jung's equivalent of this is his statement that “until you make the unconscious conscious, it will direct your life and you will call it fate.” Jung's thinking on the unconscious, and particularly the notion of the collective unconscious - this idea that all the darkness in humanity is also within ourselves, and vice versa, much as in Daoism, another critical source for GR - is very useful to help understand the book.
An interesting thing to consider is that the old psychoanalytic approach, more directive/authoritarian (going back to Mesmer powerfully dominating his hypnotic subjects), where the analyst would attempt to integrate these repressions into the conscious mind of the patient by force, has fallen out of favour - it is now seen that the permissive style, in which the therapist tries to help the patient realise things themselves without use of force, is a much healthier approach for the average person (though there are still some cases where the directive style can be more effective). The former's effects can be seen in GR when, after many sessions with Freud, Greta's darkest parts of her unconscious mind rise up and she begins murdering children. Pynchon links Freud's repressions to trauma carried down by Jews from life under the Romans, and elsewhere, slavery under the Ancient Egyptians, which is fundamental to their religious texts (linked itself with attitudes and trauma in the black population about the more recent black slavery).
The trouble with Sigmund was the place he happened to be living in, a drafty, crenelated deformity overlooking a cold little lake in the Bavarian Alps. Parts of it must have dated back to the fall of Rome. That was where Sigmund brought her.
She had got the idea somewhere that she was part Jewish. Things in Germany by then, as everyone knows, were very bad. Margherita was terrified of being “found out.” She heard Gestapo in every puff of air that slipped in, among any of a thousand windways of dilapidation. Sigmund spent whole nights trying to talk it away. He was no better at it than Rollo. It was around this time that her symptoms began.
However psychogenic these pains, tics, hives and nauseas, her suffering was real. Acupuncturists came down by Zeppelin from Berlin, showing up in the middle of the night with little velvet cases full of gold needles. Viennese analysts, Indian holy men, Baptists from America trooped in and out of Sigmund’s castle, stage-hypnotists and Colombian curanderos slept on the rug in front of the fireplace. Nothing worked. Sigmund grew alarmed, and before long as ready as Margherita to hallucinate. Probably it was she who suggested Bad Karma. It had a reputation that summer for its mud, hot and greasy mud with traces of radium, jet black, softly bubbling. Ah. Anyone who’s been sick in that way can imagine her hope. That mud would cure anything. Where was anybody that summer before the War? Dreaming. The spas that summer, the summer Ensign Morituri came to Bad Karma, were crowded with sleepwalkers. Nothing for him to do at the Embassy. They suggested a holiday till September. He should have known something was up, but he only went on holiday to Bad Karma—spent the days drinking Pilsener Urquelle in the cafe by the lake in the Pavilion Park. He was a stranger, half the time drunk, silly beer-drunk, and he hardly spoke their language. But what he saw must have been going on all over Germany. A premeditated frenzy.
This is a similar process to what Slothrop goes through in the Abreaction Ward, when under sodium amytal ("truth serum") and the supervision of psychoanalysts, Slothrop explores the parts of his unconscious that he has repressed, including his feelings towards race and homosexuality.
PISCES: We want to talk some more about Boston today, Slothrop. You recall that we were talking last time about the Negroes, in Roxbury. Now we know it’s not all that comfortable for you, but do try, won’t you. Now—where are you, Slothrop? Can you see anything?
Slothrop: Well no, not see exactly...
By the presence of Red (Malcolm X) in the scene where Slothrop flees the black men at the jazz club trying to rape him down the toilet (which leads through a trip not only through Slothrop's own unconscious racism but also through the repressed histories, all the Preterite lost and forgotten.
Either he lets the harp go, his silver chances of song, or he has to follow. Follow? Red, the Negro shoeshine boy, waits by his dusty leather seat. The Negroes all over wasted Roxbury wait. Follow? “Cherokee” comes wailing up from the dance floor below, over the hi-hat, the string bass, the thousand sets of feet where moving rose lights suggest not pale Harvard boys and their dates, but a lotta dolled-up redskins. The song playing is one more lie about white crimes. But more musicians have floundered in the channel to “Cherokee” than have got through from end to end.
Here, among other things, if we consider Slothrop's mouth harp a (Rilke-referencing) metaphor, in part, for Pynchon's own tools of artistry, I feel like these floundering musicians can be seen as other writers who have not come to terms with the darkest parts of history, and thus their own unconscious. And the decision to delve into these things as an artist necessitates exposing one's own unconscious repressions, which causes you to be in a vulnerable position - particularly since They like to use these aspects of people to control them, as with Prentice and the drawing of the Scorpia Mossmoon lookalike he is given to activate the Kryptosam. In Pynchon's case, this means exposing his own racism and homophobia:
If Slothrop follows that harp down the toilet it’ll have to be headfirst, which is not so good, cause it leaves his ass up in the air helpless, and with Negroes around that’s just what a fella doesn’t want, his face down in some fetid unknown darkness and brown fingers, strong and sure, all at once undoing his belt, unbuttoning his fly, strong hands holding his legs apart—and he feels the cold Lysol air on his thighs as down come the boxer shorts too, now, with the colorful bass lures and trout flies on them. He struggles to work himself farther into the toilet hole as dimly, up through the smelly water, comes the sound of a whole dark gang of awful Negroes come yelling happily into the white men’s room, converging on poor wriggling Slothrop, jiving around the way they do singing, “Slip the talcum to me, Malcolm!” [*] And the voice that replies is who but that Red, the shoeshine boy who’s slicked up Slothrop’s black patents a dozen times down on his knees jes poppin’ dat rag to beat the band... now Red the very tall, skinny, extravagantly conked redhead Negro shoeshine boy who’s just been “Red” to all the Harvard fellas—“Say Red, any of those Sheiks in the drawer?” “How ’bout another luck-changin’ phone number there, Red?”—this Negro whose true name now halfway down the toilet comes at last to Slothrop’s hearing—as a thick finger with a gob of very slippery jelly or cream comes sliding down the crack now toward his asshole, chevroning the hairs along like topo lines up a river valley—the true name is Malcolm, and all the black cocks know him, Malcolm, have known him all along—Red Malcolm the Unthinkable Nihilist sez, “Good golly he sure is all asshole ain’t he?” Jeepers Slothrop, what a position for you to be in! Even though he has succeeded in getting far enough down now so that only his legs protrude and his buttocks heave and wallow just under the level of the water like pallid domes of ice. Water splashes, cold as the rain outside, up the walls of the white bowl. “Grab him ’fo’ he gits away!” “Yowzah!” Distant hands clutch after his calves and ankles, snap his garters and tug at the argyle sox Mom knitted for him to go to Harvard in, but these insulate so well, or he has progressed so far down the toilet by now, that he can hardly feel the hands at all...
GR can be seen even as a process of abreaction that Pynchon underwent. If the rumours that he used drugs through writing it are true, then that would mean exposing things in him unconscious even to himself while writing it. Worth at this point also to note Jung's criticisms of Freud's use of abreaction, and thus the possible dangers of doing this.
Though traumata of clearly aetiological significance were occasionally present, the majority of them appeared very improbable. Many traumata were so unimportant, even so normal, that they could be regarded at most as a pretext for the neurosis. But what especially aroused my criticism was the fact that not a few traumata were simply inventions of fantasy and had never happened at all.
However, as Daoism asserts, light and darkness is in everything. For the Pavlovian Pointsman, who views things in binary, this is impossible to accept - the idea that for between every extreme - like black and white - lies a spectrum, a continuous rainbow. As Western humans understand things through this differentiation and analysis, this continuity causes an inherent conflict. Pointsman, the pure cause-and-effect man, the "Antimexico" (since Mexico, the statistician who thinks all can be explained through independent variables and probability distributions, takes the opposite position), says this on Daoist thinking early on.
“Pierre Janet —sometimes the man talked like an Oriental mystic. He had no real grasp of the opposites. ‘The act of injuring and the act of being injured are joined in the behavior of the whole injury.’ Speaker and spoken-of, master and slave, virgin and seducer, each pair most conveniently coupled and inseparable—The last refuge of the incorrigibly lazy, Mexico, is just this sort of yang-yin rubbish.
But by the end of Beyond the Zero, he's having a breakdown, as his unconscious is trying to tell him the truth of the Daoist wisdom he was so quick to reject in his scientific arrogance.
“Talking to myself, here. Little—sort of—eccentricity, heh, heh.”
“Yang and Yin,” whispers the Voice, “Yang and Yin... .”
With all that out of the way, the plot of what GR is actually about can perhaps begin to be discussed. I'm going to make a lot of assumptions here that many of the male characters are based on Pynchon himself. You may disagree with this approach, which is very understandable, given my total lack of evidence. My justification for it is the following passages from Slothrop's trip down the toilet:
Here now is Crutchfield or Crouchfield, the westwardman. Not “archetypical” westwardman, but the only. Understand, there was only one. There was only one Indian who ever fought him. Only one fight, one victory, one loss. And only one president, and one assassin, and one election. True. One of each of everything. You had thought of solipsism, and imagined the structure to be populated—on your level—by only, terribly, one. No count on any other levels. But it proves to be not quite that lonely. Sparse, yes, but a good deal better than solitary. One of each of everything’s not so bad. Half an Ark’s better than none.
Then slightly later on:
Isn’t there supposed to be only one of each?
A. Yes.
Q. Then one Indian girl...
A. One pure Indian. One mestiza. One criolla. [*] Then: one Yaqui. One Navaho. One Apache—
Q. Wait a minute, there was only one Indian to begin with. The one that Crutchfield killed.
A. Yes. Look on it as an optimization problem. The country can best support only one of each.
Q. Then what about all the others? Boston. London. The ones who live in cities. Are those people real, or what?
A. Some are real, and some aren’t.
Q. Well are the real ones necessary? or unnecessary?
A. It depends what you have in mind.
Q. Shit, I don’t have anything in mind.
A. We do.
However, given the extent to which Pynchon has managed to keep his life quiet, I'm aware that this assumption could be projection from me. I think might be by design of the book though:
“Pre cise-ly why,” leaps Rozsavolgyi, “we are now proposing, to give, Slothrop a com plete- ly dif-ferent sort, of test. We are now de sign- ing for him, a so called, ‘projec-tive’ test. The most famil-iar exam- ple of the type, is the Rorschach ink-blot. The ba- sic theory, is that when given an un struc-tured stimulus, some shape-less blob of exper-ience, the subject, will seek to impose, struc- ture on it. How, he goes a -bout struc-turing this blob, will reflect his needs, his hopes—will pro vide, us with clues, to his dreams, fan- tasies , the deepest re-gions of his mind.”
With those disclaimers out the way, here's what I think. I think Mexico is the "cheap nihilist" of Pynchon as a younger man, before he's delved into his own darkness, and still very much without belief in any sort of spiritualism:
“It makes no sense unless we also consider those who’ve passed over to the other side. We do transact with them, don’t we? Through specialists like Eventyr and their controls over there. But all together we form a single subculture, a psychical community, if you will.”
“I won’t,” Mexico says dryly, “but yes I suppose someone ought to be looking into it.”
Pointsman is his analytical side, obsessed with cause-and-effect, which eventually, he comes to realise, necessitates delving in the darkest regions of Slothrop's mind, but still obsessed with control, never losing control:
Sign and symptoms. Was Spectro right? Could Outside and Inside be part of the same field? If only in fairness... in fairness... Pointsman ought to be seeking the answer at the interface... oughtn’t he... on the cortex of Lieutenant Slothrop. The man will suffer—perhaps, in some clinical way, be destroyed—but how many others tonight are suffering in his name? For pity’s sake, every day in Whitehall they’re weighing and taking risks that make his, in this, seem almost trivial. Almost. There’s something here, too transparent and swift to get a hold on—Psi Section might speak of ectoplasms—but he knows that the time has never been better, and that the exact experimental subject is in his hands. He must seize now, or be doomed to the same stone hallways, whose termination he knows. But he must remain open—even to the possibility that the Psi people are right. “We may all be right,” he puts in his journal tonight, “so may be all we have speculated, and more. Whatever we may find, there can be no doubt that he is, physiologically, historically, a monster. We must never lose control. The thought of him lost in the world of men, after the war, fills me with a deep dread I cannot extinguish...”
Prentice, the employee, the seasoned intelligence veteran, strikes me as a maturation from Pynchon's earlier Mexico phase, into a more realistic and experienced person and, by the time he gets into the Counterforce, "activist". This could be projection but given that the book was written from around the mid-60s until 1973, and how much changed in that time, I feel like this could be based on his own experiences with political activism in California around that time. Might be totally wrong about that, but I just got that impression from reading the weird "interview" towards the end of the book with the Wall Street Journal between the interviewer and the "spokesman for the Counterforce". Who knows, read it again and see what you think.
And Slothrop, the experimental subject, is a model of Pynchon himself, rather than a differentiated portion of his own psyche which he turned into a character.
So, what I think is going on:
PISCES is using Slothrop (conditioned by Jamf) to exploit the racism of the Germans in psychological warfare with the whole Schwarzkommando thing. Pointsman is following his own pathological drive to analyse every facet of Slothrop's psyche. This includes Bloat taking photographs of Slothrop's map of girls linked to rockets, which we find out later might partly be falsified, which I interpret perhaps as Pynchon's recognition of his own attempt to impose his sexual interpretation system onto the world at large - interestingly something touched on early on in Bleeding Edge, though I can't find the passage right now, he quietly references the sexual hysterias of youth or something like that.
Prentice is an employee of the Firm, a greater They than either PISCES or Pointsman, using his ability to have other people's fantasies, notionally for Pointsman, but really for some even grander scheme. This is reflected in the discussion of the message which Prentice picks up from the rocket which he and Slothrop see at the beginning of the book. From the Kryptosam message with the Scorpia lookalike:
Slowly then, a revelation through the nacreous film of his seed, in Negro-brown, comes his message: put in a simple Nihilist transposition whose keywords he can almost guess. Most of it he does in his head. There is a time given, a place, a request for help. He burns the message, fallen on him from higher than Earth’s atmosphere, salvaged from Earth’s prime meridian, keeps the picture, hmm, and washes his hands. His prostate is aching. There is more to this than he can see. He has no recourse, no appeal: he has to go over there and bring the operative out again. The message is tantamount to an order from the highest levels.
This "highest orders" thing can be compared with Slothrop seeing the hand of God pointing down at him.
There is in his history, and likely, God help him, in his dossier, a peculiar sensitivity to what is revealed in the sky. (But a hardon?) On the old schist of a tombstone in the Congregational churchyard back home in Mingeborough, Massachusetts, [*] the hand of God emerges from a cloud, the edges of the figure here and there eroded by 200 years of seasons’ fire and ice chisels at work, and the inscription reading:
In Memory of Constant
Slothrop, who died March
ye 4th 1766, in ye 29th
year of his age.
Death is a debt to nature due,
Which I have paid, and so must you.
...
6:43:16 BDST—in the sky right now here is the same unfolding, just about to break through, his face deepening with its light, everything about to rush away and he to lose himself, just as his countryside has ever proclaimed... slender church steeples poised up and down all these autumn hillsides, white rockets about to fire, only seconds of countdown away, rose windows taking in Sunday light, elevating and washing the faces above the pulpits defining grace, swearing this is how it does happen—yes the great bright hand reaching out of the cloud...
I think Pynchon recognised that with his unique abilities, perception, intelligence, and even privilege, it was his duty to delve into these hidden histories and play his role in bringing about this integration of the darkest levels of the unconscious. But Beyond the Zero is all about systems, and as Pynchon is well aware all systems are inherently limited because there are irrational elements in the world. So after this we have the briefer section in the Casino Hermann Goering, where the role of chance - or fate, depending on your interpretation - is recognised, and systems are examined, particularly language systems, like the drinking game Prince. So after that, with the third part, In the Zone, I think he may have been using drugs and various other techniques to bring out unconscious things in himself, to get past these conscious systems. And then completed with the Tarot reading performed at the end, where it says "here are the cards, exactly as they came up" - I think it's very possible that he did an actual Tarot reading at this point. Maybe I'm wrong about this though, I don't want to make too many assumptions given the lack of information we really have on him. If that thing with the drugs is true, it would explain that infamous quote Jules Seigal attributed to him, "I was so fucked up while I was writing it... that now I go back over some of those sequences and I can't figure out what I could have meant." But it's unclear whether that quote is real or not.
How does this play into politics? I've written far too much already, but I'll just leave things with a couple more quotes and the observation that the final part, the Counterforce, contains some very valid criticisms of the countercultural movement as it manifested in the 60s through 70s. There's this critical passage when Enzian is motorbiking around the Zone, high on Pervitins, and realises that everything has come together for this. There's definitely a sense that Pynchon is acknowledging here the importance of his work, the fact it has done things that no other book had before. But in it too there's also, in it, the mocking of the temptation to view everything as an ordered conspiracy, and not acknowledge the non-rational and non-causal forces also at work, and mocking of his own self-seriousness.
There doesn’t exactly dawn, no but there breaks, as that light you’re afraid will break some night at too deep an hour to explain away—there floods on Enzian what seems to him an extraordinary understanding. This serpentine slagheap he is just about to ride into now, this ex-refinery, Jamf Ölfabriken Werke AG, is not a ruin at all. It is in perfect working order. Only waiting for the right connections to be set up, to be switched on... modified, precisely, deliberately by bombing that was never hostile, but part of a plan both sides—”sides?” —had always agreed on... yes and now what if we—all right, say we are supposed to be the Kabbalists out here, say that’s our real Destiny, to be the scholar-magicians of the Zone, with somewhere in it a Text, to be picked to pieces, annotated, explicated, and masturbated till it’s all squeezed limp of its last drop... well we assumed—natürlich!—that this holy Text had to be the Rocket, orururumo orunene the high, rising, dead, the blazing, the great one (“orunene” is already being modified by the Zone-Herero children to “omunene,” the eldest brother)... our Torah. What else? Its symmetries, its latencies, the cuteness of it enchanted and seduced us while the real Text persisted, somewhere else, in its darkness, our darkness... even this far from Südwest we are not to be spared the ancient tragedy of lost messages, a curse that will never leave us... . But, if I’m riding through it, the Real Text, right now, if this is it... or if I passed it today somewhere in the devastation of Hamburg, breathing the ashdust, missing it completely... if what the IG built on this site were not at all the final shape of it, but only an arrangement of fetishes, come-ons to call down special tools in the form of 8th AF bombers yes the “Allied” planes all would have been, ultimately, IG-built, by way of Director Krupp, through his English interlocks—the bombing was the exact industrial process of conversion, each release of energy placed exactly in space and time, each shock-wave plotted in advance to bring precisely tonight’s wreck into being thus decoding the Text, thus coding, recoding, redecoding the holy Text... If it is in working order, what is it meant to do? The engineers who built it as a refinery never knew there were any further steps to be taken. Their design was “finalized,” and they could forget it. It means this War was never political at all, the politics was all theatre, all just to keep the people distracted... secretly, it was being dictated instead by the needs of technology... by a conspiracy between human beings and techniques, by something that needed the energy-burst of war, crying, “Money be damned, the very life of [insert name of Nation] is at stake,” but meaning, most likely, dawn is nearly here, I need my night’s blood, my funding, funding, ahh more, more... . The real crises were crises of allocation and priority, not among firms—it was only staged to look that way—but among the different Technologies, Plastics, Electronics, Aircraft, and their needs which are understood only by the ruling elite...
Yes but Technology only responds (how often this argument has been iterated, dogged and humorless as a Gaussian reduction, among the younger Schwarzkommando especially), “All very well to talk about having a monster by the tail, but do you think we’d’ve had the Rocket if someone, some specific somebody with a name and a penis hadn’t wanted to chuck a ton of Amatol 300 miles and blow up a block full of civilians? Go ahead, capitalize the T on technology, deify it if it’ll make you feel less responsible—but it puts you in with the neutered, brother, in with the eunuchs keeping the harem of our stolen Earth for the numb and joyless hardens of human sultans, human elite with no right at all to be where they are—”
We have to look for power sources here, and distribution networks we were never taught, routes of power our teachers never imagined, or were encouraged to avoid... we have to find meters whose scales are unknown in the world, draw our own schematics, getting feedback, making connections, reducing the error, trying to learn the real function... zeroing in on what incalculable plot?
Up here, on the surface, coaltars, hydrogenation, synthesis were always phony, dummy functions to hide the real, the planetary mission yes perhaps centuries in the unrolling... this ruinous plant, waiting for its Kabbalists and new alchemists to discover the Key, teach the mysteries to others...
And if it isn’t exactly Jamf Ölfabriken Werke? what if it’s the Krupp works in Essen, what if it’s Blohm & Voss right here in Hamburg or another make-believe “ruin,” in another city? Another country? YAAAGGGGHHHHH!
Well, this is stimulant talk here, yes Enzian’s been stuffing down Nazi surplus Pervitins these days like popcorn at the movies, and by now the bulk of the refinery—named, incidentally, for the famous discoverer of Oneirine—is behind them, and Enzian is on into some other paranoid terror, talking, talking, though each man’s wind and motor cuts him off from conversation.
Some words of wisdom from the seasoned veteran Prentice:
“You’re a novice paranoid, Roger,” first time Prentice has ever used his Christian name and it touches Roger enough to check his tirade. “Of course a well-developed They-system is necessary—but it’s only half the story. For every They there ought to be a We. In our case there is. Creative paranoia means developing at least as thorough a We-system as a They-system—”
“Wait, wait, first where’s the Haig and Haig, be a gracious host, second what is a ‘They-system,’ I don’t pull Chebychev’s Theorem on you, do I?”
“I mean what They and Their hired psychiatrists call ‘delusional systems.’
Needless to say, ‘delusions’ are always officially defined. We don’t have to worry about questions of real or unreal. They only talk out of expediency. It’s the system that matters. How the data arrange themselves inside it. Some are consistent, others fall apart. Your idea that Pointsman sent Gloaming takes a wrong fork. Without any contrary set of delusions—delusions about ourselves, which I’m calling a We-system—the Gloaming idea might have been all right—”
“Delusions about ourselves?”
“Not real ones.”
“But officially defined.”
“Out of expediency, yes.”
“Well, you’re playing Their game, then.”
“Don’t let it bother you. You’ll find you can operate quite well. Seeing as we haven’t won yet, it isn’t really much of a problem.”
Roger is totally confused.
And finally, amid all this darkness, in a superlatively dark book, some hope at last, to hold onto, that makes life worth living, and why I think that despite what many say, GR is not a nihilistic work at all (Tchitcherine, the born nihilist, is almost a parody of this position). It starts with Slothrop's awakening to nature:
Trees, now—Slothrop’s intensely alert to trees, finally. When he comes in among trees he will spend time touching them, studying them, sitting very quietly near them and understanding that each tree is a creature, carrying on its individual life, aware of what’s happening around it, not just some hunk of wood to be cut down. Slothrop’s family actually made its money killing trees, amputating them from their roots, chopping them up, grinding them to pulp, bleaching that to paper and getting paid for this with more paper. “That’s really insane.” He shakes his head. “There’s insanity in my family.” He looks up. The trees are still. They know he’s there. They probably also know what he’s thinking. “I’m sorry,” he tells them. “I can’t do anything about those people, they’re all out of my reach. What can I do?” A medium-size pine nearby nods its top and suggests, “Next time you come across a logging operation out here, find one of their tractors that isn’t being guarded, and take its oil filter with you. That’s what you can do.”
And then, after Slothrop's harp makes its trip down the toilet, and through all of the darkness of the book until that point, where does it next show up? After he draws a rocket mandala, scrawls Rocketman was here on a wall, after the sequence with the Magician using black magic and a mandrake to multiply money, and a delegate from the Committee on Idiopathic Archetypes shows up to visit:
Crosses, swastikas, Zone-mandalas, how can they not speak to Slothrop? He’s sat in Säure Bummer’s kitchen, the air streaming with kif moires, reading soup recipes and finding in every bone and cabbage leaf paraphrases of himself... news flashes, names of wheelhorses that will pay him off enough for a certain getaway... . He used to pick and shovel at the spring roads of Berkshire, April afternoons he’s lost, “Chapter 81 work,” they called it, following the scraper that clears the winter’s crystal attack-from-within, its white necropolizing... picking up rusted beer cans, rubbers yellow with preterite seed, Kleenex wadded to brain shapes hiding preterite snot, preterite tears, newspapers, broken glass, pieces of automobile, days when in superstition and fright he could make it all fit, seeing clearly in each an entry in a record, a history: his own, his winter’s, his country’s... instructing him, dunce and drifter, in ways deeper than he can explain, have been faces of children out the train windows, two bars of dance music somewhere, in some other street at night, needles and branches of a pine tree shaken clear and luminous against night clouds, one circuit diagram out of hundreds in a smudged yellowing sheaf, laughter out of a cornfield in the early morning as he was walking to school, the idling of a motorcycle at one duskheavy hour of the summer... and now, in the Zone, later in the day he became a crossroad, after a heavy rain he doesn’t recall, Slothrop sees a very thick rainbow here, a stout rainbow cock driven down out of pubic clouds into Earth, green wet valleyed Earth, and his chest fills and he stands crying, not a thing in his head, just feeling natural...
And later:
Slothrop moseys down the trail to a mountain stream where he’s left his harp to soak all night, wedged between a couple of rocks in a quiet pool. ... Through the flowing water, the holes of the old Hohner Slothrop found are warped one by one, squares being bent like notes, a visual blues being played by the clear stream.
There are harpmen and dulcimer players in all the rivers, wherever water moves. Like that Rilke prophesied,
And though Earthliness forget you,
To the stilled Earth say: I flow.
To the rushing water speak: I am.
It is still possible, even this far out of it, to find and make audible the spirits of lost harpmen. Whacking the water out of his harmonica, reeds singing against his leg, picking up the single blues at bar 1 of this morning’s segment, Slothrop, just suckin’ on his harp, is closer to being a spiritual medium than he’s been yet, and he doesn’t even know it.
There's hope after all, and I think it's reflected in how much more positive all his later works have been. Thanks so much for reading, I hope it was at least vaguely interesting, not too much of an unstructured ramble. Also, this is such a great subreddit, really I love the community here. My very best to you all!
